Advice on some bumper scratches

I was hoping that these would have polished out, but no luck, one of the edges is down to plastic so that will require a spray at some point, but could I do anything further with these?

I will do what I can, slowly. I thought it looked a lot better, but with this rain it is showing up like before. Should it be T-Cut by hand? Or can I use a polisher on maybe a slow speed?
