To get these finished it's going to costs around £450-£500 to do, so I was thinking would it be worth replacing them for 2nd hand ones with tyres. I currently have 17", so could look at 18" with the same design? I suppose the concern would be make sure that the second hand ones are not damaged.
I'm in no rush as I was not going to get the refurb done for a while and all four tyres are brand new.

Should be around £250-300 for a powdercoat, no more that £75 a wheel

The problem with secondhand wheels is they could also need a refurb and you don't know if they have been / are damaged

I think my quote was £80+VAT for paint and £100+ VAT for diamond cut.

Seems steep, Diamond cut is a waste of time, grey powdercoat would look superb.

My mate owns a wheel shop and it is around £75 a wheel for a full refurb

Ah ok, yes, I would go for the pain/powder coat as they look nice as well. Would that price be inclusive of VAT? I've also read that fitting 18" can firm up the ride, and I live in Gloucestershire which is the capital of pot holes.

That is VAT inclusive

I have 18" and my mother has 17" on her W204 and there is little difference in the ride

Just had a thought, my price was including taking the tyres off and on. Maybe that also includes balancing?

I have found a mobile chap that can refurb and paint the wheels. He has a pain booth in the back of his van. The cost will be £200. Does that price sound too cheap, if I wanted diamond cut then that would be £320.

Agree, I would be surprised if a mobile chap could do a diamond cut refurb ?

I asked if the wheels would be removed as part of this process and the response was "No We popped the bead of the tires back".

Painting is a waste of time and money. When I bought mine the dealer said they would re-furb the wheels. What they actually did was had them dressed and painted. Three months later I was getting them powder coated because the paint had peeled off, so don't waste time and money, just get them powder coated. :)
