Drivebelt adjustment

I knew this day would come!
My 1990 300TE 24v is (was) squealing like a proverbial. Easy enough fix - adjust/replace the drivebelt. No chance!!
The engine is a 104980 and it should have a manual adjuster but it doesn't.
The tensioner pulley is secured with a hex bolt which confirms (to me) that the adjuster isn't automatic. I can't move the tensioner pulley at all.
I have attached an image which I think shows a bodge. The silver bolt in the photo is just behind the water pump pulley and I think that this is holding the tensioner pulley secure. It is impossible to get to it without removing the water pump pulley which needs to be attached so that the correct belt tension can be made.
Should this engine have a manual tension adjuster?
Is this bolt holding in the tensioner pulley?
IF SO, WHAT CAN I DO ABOUT IT:confused: :confused: :evil: :evil: (note the tension in my typing (groan)).
