A Class W169 Power Control Unit sends current when ignition is off. Tail light permanently on.

Hi all.
Only way to turn tail light off is to disconnect fuse to power control unit. However wiring diagram shows that ignition has to be ON for PCU to receive current.
Any clues as to what's going on?
