Blower regulator?

I’m having some problems with my 98 w202 with the manual climate control (the one with the two temperature rolly wheels)

Sometimes the fan still blows gently when the switch is at zero.
Sometimes the fan kind of makes a chattering noise when switched off, but often it’s silent.
Often the fan doesn’t switch on at all, it won’t work upon starting up and then suddenly springs into life mid-drive.
I’ve checked the fuse for any corrosion, cleaned it a bit and put it back in - no results

I’m guessing blower regulator? What does the group think?

As you can imagine, i effing froze today on my way to work as the blower decided it was having a day off!

Or it could be that the brushes are worn in the heater motor.
