Fuse reset proceedure

As some of you know I am trying to fix my instrument cluster needle rest positions. I am going to try and reset fuel pump/sender fuse, what is the correct procedure to do this? Ignition on or off? How long should fuse be out for? etc

I removed instrument cluster fuse yesterday with ignition off and my problem is still there.
