I remember years ago CAT's where silly money but bit better now as a guide you could look on here:-
https://www.cats2u.co.uk
there is probably places in your part of the world that do them, you could look for used one but the risk is it could be knackered also.
there is also the temporary option of making a pipe up allowing the removal of the cat (ONLY FOR A SHORT DRIVE) but risk throwing a fault up (extra cost to reset ECU) and in the UK it is instant MOT fail, but it would prove the fault before spending good money

That may well answer your question then
but its losing power because its blocks the exit right its not because I need actually have a cat other than to get through the inspection

some cars will flag an error and put EML light on, not sure what laws in Norway are about removing it on permanent basis.

as far i know its legal since its from 1995 and not from 1996 because of a law that cam then but if it is louder than 95 db then its illegal
but there is no sensor on the actuall cat just on the manifold

I have heard of people cutting them open, removing the internals and welding back together.

To get you moving if the law permits it remove the cat and with a long metal spike down the pipe smash the internals out of the cat. Easier than cutting open and rewelding. I did this on the 129 to get it running till I could replace it.

However... Make sure that is the problem before butchering the internals.

On a car of that age there won't be an after cat O2 sensor so no engine management issues.

i wish it was that so easy but i could make a spike to do that but I wont be able to remove it because the cat is mounted straight from the manifold so I wouldn't be able to tip it to fall out

How many cats do you have? One or two? Where is the damaged one? Under car or high up behind the manifold? Usually the one under car gets damaged. If so, easiest solution is to cut it out of system and replace with a resonator. If you put a straight pipe in, it will very quite noisy.

by the time you have got someone to custom make a section of pipe the cost could be as much as buying pattern part cat.

i have one or two cats the one nearest manifold is damaged and I want it to be noisy cause for me its a cool sound my car makes so I will just build a custom one since its also legal

If you can undo the rear of the cat you can push the spike up from behind. Start the engine to blow the bits out. Repeat until clear.
