metering head for 1988 230 E

My 1988 230 E struggles to start from cold, my local garage who have been excellent over the years and know their stuff have checked everything and found nothing wrong. they have come to the conclusion that it possibly is the metering head which is a sealed unit and is not testable. Has anybody come accross the same problem and if so whats the remedy and how much?
