In Germany you don't have to fit winter tyres but you can't use your car if there is snow & ice on the road. So in practice they all fit winter tyres.
I go to Germany several time a year, & I now notice a tendency for about 20% of cars to keep their winter tyres on all year.

they sure do its hertz rentals for the non german drivers. (every year the same...) your point was (still?) slightly wrong, allowed to use it, you just have NO insurance.... same as going quick when its raining

Its about 5 years since I last rented a car in Germany in the winter. Winter tyres was an extra, but you can't have the car without paying for the extra.

24% of total air accidents are caused on landing and 6% on takeoff, with 20% and 6% total fatalities respectively. Flights cancelled due to runway icing is a pretty sensible measure to reduce passenger risk. Of course had one taken off, lost control and skidded into the perimeter berm with 140 tons of fuel aboard, there wouldn’t have been massive questions asked about that airline’s duty of care to staff and passengers would there..?

....I live close and saw the local news...

we had massive rain just before any snow fall that I never expected it to settle... then when you went out it was basically light slush, for a major international airport that does flights with 3 times that amount every winter, I don't by it
