35 mph and 55 mph speedometer markings

After two years of ownership I've just noticed that on my speedo the 35 and 55 mph markings are in red and all the other points are white. There must be a reason but I can't think of one! Any ideas?

I was just watching the new BBC 2 thing with Simon Reeve, driving though USA and they drove into a 35 mph limit
although I thought they had a silly law stopping at 100mph too (but that might have been binned as they got quicker in last 10 years)

I think that was one of Nixon's efforts, markings stopped at 70 MPH,(or was it 50) now repealed.

In the early 80s many USA cars' speedos only read to 85mph
