If it's not very well insulated a relatively low wattage heater will take a long time even with insulation they aren't quick (some 2-3 hours)

Your right there should be a cavity but a half-inch hangover should coupled with the existing mortar "bridge" cleared be enough to get some foil...
As it stands we have a hole in the ground waiting for concrete this is the time to insulate it and cheaply.

There's a digger on site it wouldn't take more than a couple of hours to scrape back and install.
You just need to lose a bit of your crush and run hardcore to get some 50mm 2400mm x 1200mm sheets in.
More would be better but 50mm is reasonable.

It's not too late and very cheap to insulate the slab at this stage a simple layer of polystyrene will suffice and you will appreciate it.
Are you insulating the slab ?
for relatively little cost it will improve your lot especially if/as you are heating it.
I was more referring to the cutting lots of cables in open view for not a lot of money.
