1984 380SE, Close to not passing the Emissions

My 1984 380SE almost failed the Georgia Vehicle Emissions Inspection.

NOxppm allowed MAX measurement is 956.
The car measured 956

THe car is at the limit.
The shop told me that it may be the converter or the EGR valve. Do my car have a EGR valve? If so, how do I inspect it. If not, what else can I do to lower my reading?

My '85 500sec was also very close with 979 out of 1050 max. This was on the first try, they allow 3 tries in CA. I think these cars are just gas guzzlers and will always get very close to max. My HC was also extremely high with 115 out of 117 max.
