1992, 300E ventilation, need help!

Hello, I have problem in my 300E, the vent on top of the centre console only supply the 'freezing' cold air, should there be any warm air supply to it, through the heater?

if yes, what is the likely cause of this cold air problem??

That vent is for fresh air only
