2007 CL 500 - Both Front Parking Lamps Not Working

I have just purchased a 2007 CL 500 and both front parking lamps are not working or throwing intermittent faults and are not working when I look at them.

I tested the bulbs, fine.
I tested the relays - fine.
The light socket is showing live and 2v of power (which seams low for a 12v bulb), yet the bulb doesn't light up, nor does a new bulb.

I don't know if they come on at all, but I assume they do, just not when I look.

The dash is intermittently saying both front right and front left parking lights are not working.
They are the ones on the inside corner of the main head light structure.

I am baffled. Nothing else appears to be wrong.

Can someone please help!
