Is the speedo on the W123 230E 1985 operated by cable or electronic?

Is it adjustable??

It indicates about 15% slow. Here in Melbourne Australia we have 3km/h tolerance on speed cameras, and the speedo reading is vague at best! :(

Cable driven a drag cup tachometer to be exact, get a GPS and use its indicated speed to calibrate your speedo.

GPS idea is good because it give you instant accurate speed, saving you from potential speeding issues, you will then be able to sort your speedo at leisure.
