I think that you will find it useful if you post the model of the vehicle and the year. From that it can also be determined whether you have a carbaretter or injection model. Then experts on that particular vehicle may be more inclined to respond.

This is an area where I have little knowledge (fortunately) but I believe that the effects of the more traditional choke arrangement is being mimicked by either mechanical, electrical or electronic means.

This means that to start a car an initial burst of fuels is required. The car must be aware that it is cold to do this and it will be by the use of a temperature sensor usually found in the thermostate housing. Then to ensure that the vehicle does not kangaroo down the road additional fuel is allowed to enter the combustion chamber. As the vehicle warms up then this additional flow is restricted until fully closed when the vehicle has sufficiently warmed up. This is either down electrically or mechanically on the older vehicles.

You have obviously identified the cold start valve as being at fault. If on your vehicle it is not serving as the warm up valve as well then it will only need to put straight to earth for it to operate. If you have found the correct sensor can you not mimick the effects of its operation to test the valve?
