All of the info that I have says on a meter, I have done them on a meter successfully

You can get it somewhere close with a co meter but if the cat is working correctly, it will clean up the emmision so giving you a false reading. so if the output from the engine is 4% but the cat cleans it up to 1%, you think its correct but infact the cat is working too hard.
