280 CE no power to upper bank of fuses

I just acquired a 1981 280 CE in rough shape but usable. Wipers were not working. Started by looking for fuse box, first opened relay boxes to front of fuse panel before I found fuse panel. In fuse panel I rotated some of the colored plastic submarine shaped fuses to see if fuseable link was intact. One white fuse on lower bank with very thin link appeared burnt (without my glasses); so I replaced it. Did not have time at the moment to check upper bank. When I went to use car there was no turn signals; (4 way hazard flashers still work). After checking it out I determined that lots of things were not working; and there was no power to the whole upper bank of fuses (odd numbers) and the 2 left side (a&b labeled) fuses that are connected and located on upper and lower bank. The lower bank (even numbers) all had power as well as c & d on the right end. What should I look for as to power supply interruption to upper bank fuses? What did I do to cause this or was it some other coincidental cause? I checked for easily noticeable loose connections: behind fuse panel, shook connection behind ignition switch with turn signals on (no change), looked at wiring from starter to connection block that then goes to headlights etc. Main lighting switch is all operational. Where is the easiest online access to repair manuals and wiring diagrams? Thanks in advance for any insight you can provide!
