car sounds louder than usual would be and by that I mean the turbo , ive checked the vanes , they are free and no bearing play at all , so could this be a failed port short off motor not operating the flaps , restricting airflow OR a blocked CAT ?? any data I can look at to try and nail this down ??

Diagnostics can only detect such things by inference (e.g. does not match throttle position) or by direct feedback from operation (e.g. a switch or sensor operated to confirm something operated as it should). I'm pretty sure there is no feedback from either swirl flaps or turbo so no chance of seeing it reported. Checking by inference will only show an error if the results go out of spec (i.e. seriously wrong and then only if the ECU is programmed to look for it). You may be able to calculate expected airflow for a given throttle position and go from there but it won't be easy.

As to other things can cause it try split boost hose (common) or leaking intercooler (not uncommon).

ok understood LK , I would have thought that I would see a reaction form the exhaust if there was a split of some kind but its free to check ;)
