The reason behind me asking is quite simply because the car will not stay stationary on a slight incline facing down.
Sounds to me like you could do with the system being properly adjusted and maybe the shoes checked. Its not uncommon for this behaviour to be caused by someone driving the car with the parking brake applied.

As I understand it, slacken off the adjustment tensioner where the cable splits to pass to each wheel and then adjust the shoes, before readjusting the tensioner and then push the pedal hard.
