A Class diesel; high revs on cold start

1964 S Type Jaguar, 2001 E240 Estate
Sister phoned me today saying her Mercedes garage have told her two injectors need renewing on her A Class diesel because of high revs on start-up. Can this be right and if so, how come? Also, how does Star detect this?
She will thank you all, I know!;)

Nobody got any ideas about this? She is getting very worried now as the Mercedes guy was very dismissive and un-user friendly and she doesn't trust his diagnosis! Are there any Indies in Kent, around Tenterden/Ashford way that anyone could recommend? Thanks.
