A140 cold start idling problem - idling at 650, should be 900

A140, 1999, 1.4, manual.
The initial Mass air flow issue resolved but car not fixed. MAF repaired by ECUTesting - retested for idling and they said ECU/MAF is fine.

The car is idling at 650 - according to mechanic it should idle at 900 for manual. Gets a bit better when engine gets warm.

adaptations were reset on STAR after ECU refitting
ECU tested on STAR no problems found, no fault codes.
Mass Air flow sensor is taking the correct amount of air.

No car for 3 weeks and I am bleeding money - please help.

Has the throttle body been cleaned?
Has it been 'taught in'?

Thanks Alex cleaning throttle body did make some difference but it is still not idling properly. Now it wont cut out when idle but it sort of hesitates as if it is going to cut out.
What do you mean by "taught-in"?
Do you think i should try some fuel treatment??? is there anything else i can try??
