Unfortunately we all have to use them to comply with the law, so over and barroll come to mind.
You can understand somewhat why some drivers chose not to insure, particuly the young, but then it only compounds the problem
I wonder, if insurance was not compulsory, what proportion of car owners would not have insurance?

when my daughter run her little Aygo into a tree, there was no one else involved and no roadside furniture damaged, hence i got it home and put two new wings and a bumper on it, sprayed it and it was back on the road, if i had informed insurance company the policy cost would have gone up even though we had not claimed.
As it happens, a month later she hit the back of a Mercedes estate (kept telling her her distance was too short !!!!) and we had to go via insurance, cost went up £130 right away, and it was a write off (what a waste of time !!!).
Good thing is in her new one, she is getting the distance correct, learnt the hard way though.
You are running a huge risk by not declaring an accident of that nature. Insurers could have invalidated the policy due to none disclosure, leaving your daughter to have picked all the costs of the second accident. I know it's tempting, but don't take the risk. Why risk having insurance cancelled (which in itself will have a huge impact on future premiums) for the sake of a few extra quid on the premium?
