I'd ask the dealer's bodyshop what they do. They cured mine - or at least I didn't hear from it again over the following 3 years. I suspect it's more professional product combined with some form of grit blasting.

Any chance of a few pics of the offending rust, and is it bubbling thru from the inside, if so more drastic measures need to be taken.

If after cleaning and sanding there are black marks in the metal, them it is no longer metal as such, if the metal all cleans up well and bright, then a good etch primer works well
