The championship is geared to 22 races and all teams work towards this with their engine settings, engine change policies, planned updates, etc. Only a full season can give all teams this opportunity.

Even if a few races are held, and there is an overall winner, it makes sense to waive the world championship results.

I gather that full payment of revenues gathered from media depends on a minimum of 15 races, hence the statement that hey are looking at 15 to 18 races.

The only caveat to that headline is the reporting is slightly inaccurate.
Project Pitlane is a consortium of teams of which Mercedes F1 is only one member.
The other 6 are Red Bull, Renault, McLaren, Haas, Williams and Racing Point. We have a friend who is head of purchasing for Renault F1 and he's been heavily involved in this.

It's a bit like the Dyson respirators, GTech has made a simpler, low cost one that doesn't need electricity and that can be made from largely existing readily available items but no high profile mention of that from the BBC.

The reporting is totally accurate, this is a side project by Merc F1 to try and come up with something that can keep people off ventilators, they are based on Sleep apnea machines
