bleeding the power steering pump on 310d

Hi. am having real problems. just replaced the power steering pump omn my 1989 310d truck but it still isnt working very well--in fact it's ****** stiff.
Any answers?

Fill it up and start engine and turn it side to side, you DID remove the plastic plugs from the new pump?
