Brake light issue

I have a 54 plate Merc Vito van LWB. One of the bulbs blew so we had an error on the dash saying so. We replaced the brake light/side light bulb and when we turn the lights on it flashes twice (always twice) then goes out. The brake light doesn't work either when pressed.

So I tried the nearside light cluster on the offside (working - not working). I get the same results so its not the cluster at fault nor do I believe its the bulb at fault.

Any ideas?
