c180 surging

Hi,
I'm having trouble with tick-over on my "L" reg C180 Esprit.No problem
when moving,but as soon as I come to a stop the engine almost dies
then surges then almost dies and so on and so on.The Haynes manual
suggests a vaccum leak,but having sprayed WD40 around the inlet
manifold while on tick-over nothing happened.
Any ideas anyone?

Not all 202 have one but item 128 the OVP relay,it has a fuse on top,that will be the most common reason.
