C220 Control - what is its function?

I have a 2000 C220 CDI.
I have searched online and reviewed the handbook for the car.

Could somebody please tell me what the control does?
It is under the steering wheel and appears to have 2 positions.
It has a cable attached to it which disappears under the dashboard.

I having to strip the car down because a f*** Kwikfit employee applied the footbrake with his size 13's and has broken the spring in the foot brake.
No it wasn't me guv it was working perfectly when it was on the ramp.

Thanks, that’s what I thought but it doesn’t seem to do anything. I will leave it alone.
