Comand TV/DVD upgrade?

I have a comand system on my E320 CDI - 2001. The TV button produces a 'No TV' response. Can the TV function be retro fitted, and what would be the likely cost? As the Sat Nav CD was 2001, I bought a Harman/Becker Europa DVD, which obviously doesn't work! Would putting the TV system in give me a DVD reading capability, or is that completely separate?

Is it worth it now having the TV with most analouge services stopping from now on, to a max of two years.

I heard that you can only use the TV when you are parked up anyway although someone had found a way round that but got no details - I know - it's illeagal!!
