I'm sure they do particularly on private property where general public rules are not so stringent.

But are they still used by unscrupulous gangs wanting to bleed the general public for all their worth, or have laws been passed to combat most of it now.

Don't see much of it in the media nowadays.

I think you'll find that particularly on private property the rules were changed in favour of the public (or space thief, if you like).
