As he had no licence, will he have to pass a test before they carry out the sentence? That would teach him not to do it again!
Yep no licence would make me think this person is somewhat of a menace, and worse than your normal drink driver. No licence, presumably no insurance.
However death for an non violent crime without malice seems unfair. However him going scot free seems daft either. Whilst our justice system is too weak, theirs is too tough (all IMHO of course).
Could they not just cut off his right foot to stop him driving and give him trouble for the rest of his days....

I believe the practice in China is to charge the next of kin for the ammunition, so it should be nearly "cost neutral", perhaps better, once the TV rights are considered?
