I presume you are saying you've replaced the filters?
How old is the car?
£35 for a stat - bargain - Jeep wanted £120 for one on my Cherokee. (Flogged it and bought a Landrover).

Does the fan speed up on the fastest setting? Does it noisier?
Assuming the fan does speed up, it sounds like the vent flaps are sticking. Try removing the fliter and see what the air volume is like at that point. We need to ascertain whether the fan is at fault or the directing of the airflow.

Common problem

Get the pollen filter out. You'll probably find that it's absolutely jammed with all kinds of muck. Put the cover back on and it should work perfectly. I had that problem with my car 50,000 miles ago. I keep forgetting to buy a new filter. The heater is great.

Fitting a new thermostat will cure your heater problem, 60 degrees is too cool.
