Is it just the heater which runs cold or the engine side also (what does temp. gauge tell you?) If the former then you have a fault in the heater water valve control somewhere. If the latter, replace thermostat.

Same car same problem took it to an indie in Park royal he diagnosed a defective thermostat cost £26 + Vodka and tonic for the part and 1/2 labour to fit.(my cynical side kicked in as it seemed to be to simplistic) however decided that paying was better than chilblains. After watching the mech swapping them out the job can be done by a reasonably confident person who happens to have a small socket set with torque sockets and a multi swivel attachment (it is hidden under the grey plastic engine cover). After the change however sheer bliss warm air after approx 2-3 miles, the car still needs about 20 mins to get to full running temp which by the way has gone from around the 60 mark to just above 80 but after the artic conditions I used to have the money was well spent.
