Electric water heater

Hi all, reading the posts regarding the electric water heater I assumed I would find it above the starter motor. I think on my car it is situated next to the water header tank:-

It has the name catem on the casing?
The heater has not worked since I've owned the car, are they repairable?
How much do they cost to replace?
It would be nice to get the water heating up quick. I've just replaced the thermostat it went really easy no problems with the fuel lines etc, compared to my drama with the anti roll bar!!
