I've just changed all the filters on my '97 C250 td W202 but when i changed the fuel filter I couldn't figure out where the small O ring goes, as there wasn't one on the bolt when I took it off. With the new filter I received 2 O rings, 1 about 1cm and the other slightly smaller. It is the smaller one that puzzled me. My repair manual was of no use either, as although there is a diagram showing the 2 O rings, it doesn't show where they go.

Any Ideas?

The sealing washers are called O rings in the text.
"Offer the filter up to the housing, then insert the banjo bolt (using new O ring seals) and tighten it securely"

It may be for the pre filter, just to the left of the filter.

I had 2 o-rings in the box with my screwon filter, but you only need the one.

As type49 has said, the other o-ring may be for the pre-filter, its located at the top of the pre-filter where the white plastic meets the black top.

It's Possible that the filter applies to two different vehicles types one that uses the other size O-Ring.

Cheaper for the manufacture to place two O-Rings in the box than too make two runs of the same filter.

The filter fits many m.b diesel engines. Incuding some comercial vehicles. Some earlier models used both 'O' rings. The pre fuel filter uses a much bigger 'O' ring than the spare.

That is the same diagram i had, but where the diagram shows the two O-rings, in practice the smaller one does not fit, as when you insert the banjo bolt, the smaller one is just pushed out of the way

A Clog In The Line

Only one O-Ring is required.

By placing both O-Rings will restrict the flow (Like A Clog In The Line) by reducing the diameter of the line at this point and may cause the fitting to leak. My advice to you is to remove the under size O-Ring. :-D :-D :-D
