Technically one is supposed to wait for the glowplug light to go out before starting the engine..
If the ligh comes on and goes out but then comes on again once the engine has started, this signals a probable plug failure
The glowplugs will have no effect on engine power.
Sounds like you need to get the car on STAR and get the codes read.

Glow plugs gone but agree with Whitenemesis this should not affect power, a glow plugs are heating devices used to aid starting , when was it last serviced?

CDIs you dont need to wait for the preglow light to go out unless its -25'C!
I would say your glow plug light is unrelated to your loss in power and I would recommend getting a STAR test done to establish a fault code.
