hand brake fault

Hi I have an 04, 220 and the handbrake is continuously sticking. I have had to use a band today to keep it lifted or drive with my foot underneath it. Does anybody have any advice for me on getting it fixed at a reasonable price or any idea whats causeing the problem, thanks.

Remove the rear seat, theres a small cover in the center of the floor with 2x8mm bolts and 1 13mm nut, remove, there is the seized joint, spray up and work it on and off!
