Headlight working on one side problem

Anyone ever experienced a problem where the high and low beam do not work on the passenger side. The turn signals work on both sides. The lights move when the high beam is activated but the lights dont come on on that side. I have changed the low beam on the passenger side. I have also swapped both sides. I bought a new battery and cleaned up its terminals. I found a ground next to the battery that I cleaned up. I also removed a few of the fuses in the fuse box on the drivers side only. Could the high beam be out and that cause this problem? Or a relay or a fuse somewhere else in the car? I had a person test it with star diagnosis and he's saying that he's going to have to rewire the headlight. The car is a 2016 with less than 30k miles on it. It seems a bit crazy to me that it would need all that. I was hoping someone else has had the same problem and knows how to fix it. Anyhow thank you kindly for all your help. My car is a 2016 Slk r172.

cars got complex - u need to run diagnostics with dealer type capability...

could be a software issue, control module, relay - basically anything - once canbus came to the party, the world of expecting electrics to behave in any way the human brain can comprehend and diagnose went out the window
