Revving in neutral produces no load, just lots of noise.
Turbochargers require load to generate boost and only then will the actuator and swirl flap operate.

Turbo actuator will move if you Rev it stationary. It's possible to hear boost in the plastic silencer box down the front of the engine too. If you squeeze one of the boost hoses while someone revs it you'll feel the hose swell in your hand. You can also watch the turbo actuator self test when you just turn the ignition on. For pennies I think the resistor mod is a place to start. I'd be trying that first.

I’ll be interested to see how you get on , I’ve had the resistor in my car (same engine) for over 2 years now and have never noticed any difference in anything

Yes, turbos don't spin much unless under load as Uncle Benz says. You can hear the whistle as they start to spool up in older cars. Only happens when you are asking for power. Jolly clever things.

Fitted the resistor yesterday, unfortunately it hasn't cured it

You've fitted it to the plug and left it unplugged from the swirl motor?

Isn’t it right that the resistor fix only works if all the swirl flaps are working at the time and in the open position ?

Hi guys, thought I would give an update on this as it may help some poor unfortunate with the same problem. Took the car in for it to be looked at further, its been a while but had to manage due to current circumstances, turns out that a software upgrade fixed things, obviously certain sensors weren't communicating with the ECU, it's early days yet but 4 days in and 170 miles in and all's good
