Idle speed problem 190E 1.8 (W201)

The car is an 1992 W201 190E 1.8 petrol. I have a difficult problem.
When the engine is cold it is difficult to get it going, but the idle revs seem to be ok.
When the engine gets warm, the idle revs go up to 1500 rpm.

I have checked the fuse in the overvoltage relay and it is ok.
But the coldstart behaves like it has gone....

What can it be? can the idle speed be adjusted and how?

probem solved

After investigating the OVP again, I discovered that the plug to the ECU was not properly connected. After i fixed that, the car is running fine now
