injector troubles on vito 110cdi Wreg??

hi there, long story short my vito was blessed with a tank of free fuel, which turned out to be heating oil, since that day the tank has been emptied, new common rail pump, new pressure rail actuator, i now have diesel up to my injectors but will go no further, when the van is plugged into the autologic it reads no faults, reads correct pressure at injectors, i need to find out what the voltage should be to the injectors, as i have 0.9v with ignition on, and up to 2.8v when engine is turned over. any ideas why she won't run? any advice appreciated..
