You've had the battery off, once you get it running and you steer lock to lock those lights should go out

Concentrate on the fuel, get the motor running, and those pretty lights will disappear with a few minutes work.

Drain the tank, refill with fresh and bleed through. Then try again.
I'd be curious to know how so much water entered the system.
Hydraulic lock of the engine I believe - cylinders full of waterInteresting look of your fuel. I would do as others and keep cranking with the supply line disconnected. Being a 646 it shoukd have an in tank lift pump, which means it should pump fuel ignition on position 2.
Another note, your starter sounds very loud. Did you examine the teeth on the flywheel when replacing the starter?
Can you remind me what caused the original starter to fail?
