Mainfold flaps

C250 cdi
Had the swirl flaps deleted on my c250 cdi and never knew u can't buy a blanking kit so put a new manifold in and it makes a whistle noice on acceleration. I have not had the swirl flaps reinstall yet bit getting it done also I have a code p2006

Intake manifold control runner stuck closed bank 1a
Any ideas would it be beacuse IV not reinstall the swirl flaps
