merc-230e-w124-1987 - hot air all the time.

merc 230e-1987-
there is a problem with the heater control on my car.
even when the heater control knob is set on minimum(cold),it blows out hot air!!-could anyone shed some light on the cause and possible solution?/

I believe if you lose 12volts to the duo valve the system fails to 'heat'.
