Shoes may need bedding in to the old parking brake drums. Try applying the parking brake (gently) whilst on the move, don't leave on for too long or you will overheat the shoes and drums. Do this a few times and you should find the efficiency improves.

Thankyou for your response,i tried bedding them in on the way to test and think it did a little bit of help, this is its third fail now on this handbrake, first it was 8% then 9% and now 10%,so now i`ve put another new set of shoes in,new drums and a complete new handbrake cable,i`m going to take it out bedding them in then i`ll see if they can be manually adjusted anymore.
