You need to do a proper fuel check - fill up, note mileage run for a couple of hundred miles etc and do the maths. The guage isn't totally accurate and to be fair you can't judge to the nearest 2 gallons using the gauge.
Clearly, without a trailer, on proper running (not sitting in jams), less than 20mpg would be a problem, but there are so many things environmentally related that affect mpg, apart from the mechanical stuff, it could be anything.
Mechanically, assuming no leaks (they'd be pretty obvious) it could feasibly run rich under certain circumstances with dodgy MAS units etc, but you'd be watching big black clouds pouring out of the back. I assume the exhaust is clean (or as clean as a diesel gets).
I also assume it runs as it did and you're not suddenly finding it low on power.
The fuel has to go somewhere so it's either down the exhaust in the form of soot or out of a leak in the fuel system.
Start with a check so you have some proper numbers to work with based on known driving conditions. My E270 can return 48 but it can also return 23!

My 2002 ML-270 seems to always give me about 26mpg, even if I drive it like a loon. I do a 60mile round trip every day, and that includes about 1hr of town driving each day. On a long motorway trip it is slightly better, but hardly noticable. It's a fair bit cheaper to run than my previous 4x4 (4.0L Discovery) which gave me 17mpg on a good day & 12 on a bad.
