I have seen it before, too noisy I think was the results - might fit with with @SmartAmg requirements if they can make the rim bigger (I'm thinking >26") and spray a coat of rubber on the outside

20's with 3" of rubber on top and bottom = 26" on my calculator
So 26" and a rattle can = "Sick Wheels"
