O/S Front headlight keeps misting up??

The O/S Front headlight keeps misting up. I took the bulbs out and let it dry out. Put them back a day later when dry. Made sure that the seal was in place on the cover. Checked that it was fitted correctly. 2 days later (today) there is condensation on the bottom half of the inside of the glass. Any ideas?
