Are you sure you don't have a blocked breather somewhere?

No, I've taken apart and cleaned and air pressured all hoses.

There is actually a hole burned into the side of the referenced part.

I was a bit confused from the schematic. It has a *414 on the number 38 line. At the bottom it says: *414 THE OLD PART MUST NO LONGER BE INSTALLED

Does this mean I can just bypass this part?

NO - it means you still have to install the part BUT with the new part number on it, not the old number on it.

When you give the VIN to the dealer parts dept they will know the correct part for you.
